Is a yorkie puppy who is 10 mos old finished

Is a yorkie puppy who is 10 mos old finished growing?
I thought puppies grow up until 18 mos. In searching for a yorkie
and finding a breeder, I found one who has 2 sisters for sale age 10 mos. She is asking 1500.00 for the 3lb yorkie and 2000.00 for the
2lb,10oz yorkie. By the pictures one does not look much different then the other. I asked why the price difference because their weight isn't
too terribly different and they are not yet fully a year. She replied that
they have been done growing for a while now. I guess a red flag went
up for me because that doesn't seem like a significant weight difference.

My sister in law bought one who was 2.5 lbs at 9 mos and told he was done growing. Guess what, he's 4lbs. He's still a very small dog, but
she paid more because he was going to stay "tiny"

I would like to be informed by a doctor.

  I am a full time trainer, Most but not all dogs are done growing around 12 months of age, I wouldnt expect much more growth out of the yorkies you are looking at unless they are overfed. Also keep in mind male dogs usually weigh more then a female dog of the same litter and breed.
